Public adjusting is a licensed practice, and the license is the point: it makes Joshua the one professional a policyholder can hire to value and negotiate the claim. Georgia writes the requirement into O.C.G.A. § 33-23-43, and Tennessee and South Carolina license the work the same way, with fees capped by statute in each state.
